A lack of health insurance is a public health concern as it directly correlates to a lack of care. Health insurance is defined as a program run by U.S. federal, state, or local governments in which people have their healthcare costs paid for by the government. In Milwaukee County alone, there are 69,000 uninsured residents. This program will be created to address the lack of health care insurance. Developing a program that helps low-income students obtain healthcare insurance at UWM will be done by conducting research, collecting evidence and implementing a theory. A modified version of the program planning framework Intervention Mapping will be used when developing our program to increase health insurance among low income UWM students. Applicable literature will be found in studies to determine the importance of health insurance and evaluate past interventions. Literature from studies done will be used to utilize evidence-based strategies and behavioral health theories applied to the health insurance program. The goal of the program is to ensure every low-income student has affordable health insurance. The findings will be synthesized to apply a community engagement plan, a logic model, evidence-based strategies, and the social marketing theory for accessible health care insurance for low-income college students. Programs can be created using proven concepts and evidence to make a measurable impact. Creating a connection between stakeholders and the community encourages engagement for a lasting and successful program. Future public health programming will consider health insurance needs, low-income students' concerns, and the cost and benefit analysis related to students accessing health care.
